APBP 2017 Lifetime Achievement
Norma Moores, P.Eng., Associate and Manager, Active Transportation, IBI Group


Norma Moores has worked as a transportation engineer for 30 years, with the last 10 of those years involved in the field of active transportation full-time at consulting firm IBI Group. During that time, she has advanced the fields of pedestrian and bicycle design through her thorough and creative approach to problem-solving.   A snapshot of some of the many highlights of her career thus far:  

  • She has led and worked on the development of numerous cycling and pedestrian master plans for municipalities across Canada & the US including: Toronto, Ottawa, Burlington, Cape Breton, Waterloo, Charlottetown, Kitchener, Halton Region, York Region, Peel Region, Albany, Ithaca, Cornwall, Regina, to name a few
  • She has contributed to the development of several guidelines and manuals including the Transportation Association of Canada’s original Bikeway Traffic Control Guidelines for Canada (1998) and TAC™s Synthesis of Practices for Active Transportation in Canada
  • She was a Director of APBP from 2009-2014, and is a fellow of the Institute of Transportation Engineers
  • In 2011, she became a certified Complete Streets workshop instructor for the National Complete Streets Coalition program of Smart Growth America. 
  • She has been a part of numerous award-winning cycling and pedestrians projects including: OPPI Award for Planning Excellence (Welland Canals Parkway and Trails Master Plan), CSLA Regional Merit Award (Welland Canals Parkway and Trails Master Plan), CIP National Honour Award for Planning Excellence (Kitchener Bikeway Study), OPPI Southwestern Ontario District Professional Merit Award (Kitchener Bikeway Study), APA NY Upstate Chapter Planning Excellence Award for Innovation in Sustainable Places (Albany Bicycle Master Plan), OPPI Award for Planning Excellence (Ottawa Transportation Master Plan) 
  • Cycling projects she has designed can be enjoyed throughout Ontario and beyond, including a notable 3.2 km section of cycle track through downtown Hamilton (where she lives & works) designed and installed in 2014  

Beyond her numerous accomplishments, Norma is a consummate professional. Her enthusiasm and knowledge drive those around her to pursue excellence. Norma has a unique ability to bridge between high level planning of AT facilities and detailed engineering, exuding knowledge on both fronts. She is genuinely invested in her staff, and actively supports and encourages their advancement and lifelong learning, alongside her own. She has been a mentor to many in the field of active transportation, particularly for other female engineers working in a historically male-dominated profession. Best of all, Norma is genuinely fun to work with encouraging staff to go for lunchtime bike rides, supporting collaboration between departments, and always making time to support clients and colleagues despite a demanding schedule.
