Wednesday, March 17 • 3:00 to 4:00 p.m. EDT


Transportation facilities for pedestrians must meet the requirements of the Americans with Disabilities Act, yet many jurisdictions have not complied with the direction from ADA Title II to create and implement a transition plan for addressing deficiencies in our public infrastructure.

This webinar will bring together presenters from FHWA and state and local jurisdictions to answer these questions:
• What, exactly, is a transition plan?
• Who needs to do one, and why?
• When does it need to be done, and how often updated?
• What are the relevant federal standards and guidance?
• What is the state's role?

Participants will learn the basics of creating and institutionalizing a transition plan and will consider examples of facility inventories, policies, and cost sharing between jurisdictions.
Presenters include Lisa MacPhee, Federal Highway Administration; Franz Loewenherz, Senior Transportation Planner, City of Bellevue, Wash.; and Craig Williams, Principal, LYKAH Consulting.
 
Lisa MacPhee is an attorney with the Federal Highway Administration at USDOT, working on issues of disability access, air quality and contract competition. Franz Loewenherz, Senior Transportation Planner for the City of Bellevue, Wash., has more than 18 years of transportation industry experience working in both the public and private sectors. He is responsible for a wide range of projects, including the city's Pedestrian and Bicycle Master Plan. As project manager of Bellevue's ADA sidewalk and curb ramp inventory, Mr. Loewenherz oversaw a coordinated staffing and funding commitment from three agencies at three levels of government. The project assessed the applicability of inertial profiling technologies in identifying existing sidewalk and ramp facilities that limit access for persons with disabilities. Craig Williams has more than 30 years of experience in transportation planning, engineering and project management, both in the private sector and with the Illinois Department of Transportation (IDOT). His areas of expertise include project studies and management, non-motorized (bicycle and pedestrian) planning and design, accessibility (ADA), Complete Streets and Context Sensitive Design, legislation, financing, and grant programs. He is certified with the American Institute of Certified Planners, and holds a bachelor’s and master’s degree from the University of Illinois in environmental studies, urban planning and public administration. He is a certified instructor for the FHWA’s National Highway Institute’s ‘Bicycle and Pedestrian Facility Design’ courses, as well as the APBP’s ‘Designing Pedestrian Facilities for Accessibility.’
