Speaker Bio: Richard C. Moeur is a registered civil engineer in the State of Arizona. In nearly 31 years with the Arizona Department of Transportation, he was responsible for developing design references and standard sign designs for the state highway system and the State of Arizona. Richard's experience in traffic engineering includes design, construction, operations, and management, with special emphasis on highway signing and bicycle facilities.


Richard served as a voting member of the National Committee on Uniform Traffic Control Devices (NCUTCD) for nearly two decades, and chaired the NCUTCD Bicycle Technical Committee from 2002 to 2017. Richard also chaired the AASHTO Task Force on US Bicycle Routes, and has been published in Transportation Research Record and ITE Journal.

Parking Details: The parking garage entrance is located on Adams St on the north side between Central Ave and 1st Ave. Parking is available on the second level in the visitor parking. Parking will be validated.
